今週から始まるクライストチャーチのCBDツアー

Bus tours into Christchurch's earthquake-ravaged city centre red zone begin this weekend, giving the public a chance to see inside the cordoned area for the first time. But those wanting a seat on a bus through the CBD red zone are being urged to pre-book as organisers prepare for a rush on tickets. Places on the buses will be managed by the Canterbury Earthquake Recovery Authority (Cera) through a booking system.

ちょっと前に報じられていたとおり、カンタベリー地震で甚大な被害を被り立ち入り禁止にとなっていたクライストチャーチCBDを巡るツアーが今週始まるようです。これはバスで巡回するツアーで、誰もが立ち入り禁止内を自由に歩けないようですが、それでもツアーの参加チケットの入手に人々が殺到することが予想されています。もし予約を考えている方がいれば、CERAで確認を(料金はゴールドコインのようです)。



日銀の円売り米ドル買い介入で急落したNZドル

The New Zealand dollar dropped against the greenback today after the Bank of Japan's aggressive sell off caused volatility in the markets towards the end of the business day here. The Bank of Japan had been selling off Japanese yen and buying up US dollars and other currencies, pushing the US dollar up. After the speculative rise, Japan's Ministry of Finance stepped in for the first time since August to weaken it. Bloomberg reported the intervention pushed the yen down as much as 4.5 per cent against the US dollar. The kiwi was trading at 64.13 yen by 5pm, up from 61.72 yen this morning. It was recently trading at US 80.90 cents, back from US82.03c this morning. HiFX senior currency trader Dan Bell said the Bank of Japan's selling spree had sent the US dollar stronger against all major currencies earlier today.

日銀が円を売り、米ドルを買い込んだ結果、ニュージーランドドルが日本円に対し61.72円から64.13円へ下げ、4.5%も下落していると報じています。また米ドルに対しUS82.03からUS80.90へ下げています。それなりの影響を受けているようです。


フィッチがニュージーランドテレコムを格下げ

Fitch lowered Telecom's rating from A- to BBB+ to reflect the ''additional competitive pressure'' the company would be under after its share market split. It said that Telecom, unlike its competitors, would not be legally allowed to invest in unbundling Chorus' phone exchanges and that meant it would have higher costs than rival service providers. Telecom will not be able to engage in unbundling for three years following the split. The requirement was imposed by the Government to prevent Telecom from bypassing Chorus and quickly re-establishing itself as a vertically integrated network company. Fitch's A- rating had already been on negative watch and the BBB+ rating is ''stable''.

ガンの研究に振り分けられた$3ミリオンの政府予算

Nearly $3 million is being pumped into three cancer research projects. Two of the studies are being led by Auckland University teams, with one receiving $1 million to look at patient outcomes from colorectal cancer, and the other $900,000 to look at prostate cancer screening programmes. Massey University researchers have been given a $800,000 grant to look at more efficient palliative care for cancer patients. Health Minister Tony Ryall said the research would provide information about the incidence and impact of particular cancers in New Zealand, and would give an idea of how health professionals at every level were working together to deliver treatment.

A cyclist whose body was discovered face down in the Heathcote River is thought to have wandered the area dazed before his death. The man was found in the water between Rutherford and Connal street, Woolston, at 8.30am today. Detective Senior Sergeant David Harvey said police had yet to identify the man, though to be aged between 60 and 70. It was not clear how he had died, or even if his death was suspicious, but he was believed to have died between 10pm yesterday and 8am today. Harvey said the man did not ''appear to have injuries associated with a violent death'', and a black mountain bike found on nearby Rutherford St bridge was not damaged. A man matching his description was reported to be wandering around the area about 10pm Sunday in ''a dazed state'', Harvey said. ''We are quite certain it is the same person,'' Harvey said.

クライストチャーチのヒースコートリヴァーに60歳から70歳とみられる死体が発見されていましたが、(不審死ではなく)近くを走っていたサイクリストの可能性が高いようです。



高波によりバラバラになるかもしれないレナ貨物タンカー

Waves of at least five metres are expected to lash the Rena in the next 48 hours, raising fears that the ship might break up and more oil could be leaked into the ocean. The Liberian-registered and Filipino-crewed ship ran aground on the Astrolabe reef while coming into Tauranga on October 5. Large cracks started to appear on the ship in the days that followed, but calm weather over the past three weeks has helped the cargo vessel stay intact. But it may not last much longer in one piece, as large sea swells were expected in the Bay of Plenty over the next two days. Salvage efforts were suspended yesterday after sea conditions made it too unsafe for work to continue on the ship. Salvors were able to seal the tanks and air vents today, which would help limit further release of oil.

天候の悪化が予想されるレナ貨物タンカーが高波によりバラバラになる可能性が指摘されています。オイルの抜き取り作業は一時中断される見込みのようです。


キウィバンクも切り売りするかもしれない国民党

National may plough back cash raised from the partial sale of assets into Kiwibank, Prime Minister John Key says. Party leaders were addressing the Deloitte-Business NZ election conference in Wellington today. Explaining plans to use funds raised from selling minority stakes in Meridian Energy, Genesis, Solid Energy, Mighty River Power and Air New Zealand, he told the audience the state-owned bank could benefit. At the party's campaign launch in Auckland yesterday, Key announced National would spend $1 billion raised from the sale to transform schools over the next five years. The cash would be ring-fenced in a fund. Asked about investment in Kiwibank Key said: "It's a possibility. Certainly the board of New Zealand Post has been floating that option for some time that they need capital injection."

震えを止められなかった少女を轢いたバス運転手

A school bus driver is "pretty shaken" after hitting a 14-year-old girl in Kaitaia this morning. The Kaitaia College student was struck by the bus on Redan Rd at around 8.50am. She was taken to hospital with "serious injuries". Detective Sergeant Trevor Beatson from Kaitaia police says they are still investigating the accident. He says speed was not a factor, and no charges have been laid against the driver. "We're just still trying to complete the investigation into what happened and any charges or the like would come following reports from Serious Crash." Beatson says the school bus was empty at the time of the accident, which appeared to have occurred when the girl was crossing the road.

カイタイアのレダンロードで、カイタイアカレッジスクールに通う14歳の少女が道路を横断しているとき、バスが誤って少女を轢いてしまい緊急搬送されたようです。バスは回送中で法定速度で走っており、バスの運転手にいまのところ過失は認められないため、一切の容疑を向けられていないようです。悲劇的なのは、このバスはスクールバスで、バスの運転手は少女を轢いた直後からずっと震えていたそうです。事故原因ははっきりしておらず、調査が続けられています。


自転車耐久レース中に心臓発作で1人死亡

Two cyclists suffered heart attacks within minutes of each other, and one of the men died, during an endurance mountain bike race in Christchurch on Saturday. Fitness fanatic Bob 'Hoppy' Hopkins, 61, was racing through McLeans Forest Park in the Giant 12 Hour Day/Nighter and 6 Hour Blast Mountain Bike Race when he suffered a fatal heart attack. Fellow racers tried to resuscitate him on the track before emergency services arrived. And minutes later, Nicholas Carter, 52, was also struck down with a heart attack and today is still in hospital in a serious condition.

警察から逃れるため橋から飛び降りた容疑者

A man is in a critical condition after jumping off a bridge while being pursued by police in the Waikato. The man was allegedly speeding, without lights on, in Morrinsville, 30km northeast of Hamilton, about 2am on Sunday. Eastern Waikato area commander, Inspector Dana McDonald, said the man was being followed by police when he stopped his car near a bridge and jumped about 20-metres. He was found below in a critical condition and was taken to Waikato Hospital, where he was in the intensive care unit, she said. "Officers following the driver on foot called out to the man to stop, however it appears he has jumped from the bridge and dropped about 20 metres."

日曜日朝2時頃、ハミルトンから北東に30kmのところにあるモレンズヴィルでスピード違反で逃走していた男性が逃げ場を失い、20メートルの高さがある橋から飛び降り、ワイカトホスピタルへ搬送され、いまだ深刻な容態にあることが報じられています。無理な追尾をする警察に問題があるのか、投降しない容疑者に問題があるのか不明ですが、この追尾の方法をもっと安全な方法へ変えることは必要かもしれません。


プロヴァイダーに代わるシステムを模索するUSの映画・音楽業界

United States movie and music studios have talked to internet providers about establishing a centralised facility that would process copyright infringement notices on behalf internet providers, industry executives have revealed. It is understood the negotiations have involved the Telecommunications Carriers Forum (TCF) and the goal was to make it more practical for rights holders to use the controversial ''Skynet'' law that came into effect two months ago to crack down on internet piracy. TCF chief executive David Stone said it was not currently involved in the talks on the issue. He would not comment on what had been discussed or whether the TCF expected a future role.

Britain will consider withholding aid from countries that do not recognise gay rights, Prime Minister David Cameron said, after Commonwealth leaders failed to adopt reforms on the issue. "Britain is now one of the premier aid givers in the world. We want to see countries that receive our aid adhering to proper human rights, and that includes how people treat gay and lesbian people," Cameron told the BBC.

ブリティッシュ首相が、ゲイやレズビアンの人々の権利を尊重することも含めた、適切な人権を持たない国々からの援助を保留することについて言及しています。


史上最も血中アルコールが高かった飲酒運転女性

An American woman with one of the highest breath alcohol readings recorded in New Zealand has appeared in Hastings District Court this morning. Holly Alene Harbour, 36, was allegedly driving on Te Aute Road at midday on October 7 when her vehicle collided with another car. She fled the scene but was followed by a witness who called police and stopped her car. A breath test procedure recorded a result of 1882mcg, nearly five times the limit of 400mcg. Harbour appeared in court charged with excess breath alcohol, failing to stop, and careless driving.

飲酒運転で逮捕された36歳の女性から、アルコール血中濃度の法定上限400mcgをはるかに超える、(5倍近い)1882mcgが検出されたことが報じられています。ニュージーランド史上最も高いアルコール検出だったようです。ちなみに、この女性、アメリカの方だったようです。

Just over 36 per cent of respondents thought the response was unsatisfactory - a view backed by opposition parties who say the container ship's grounding on October 5 and subsequent oil spill had been politically damaging for the Government. At the other end of the scale, 11 per cent thought the response was "very good" and 50.3 per cent thought it adequate. Yesterday, Environment Minister Nick Smith said the Government had been cautious not to let politics meddle with what he called "good technical decisions".

家の色まで指定してきたカウンシルが勝利

An almost year-long battle between the Auckland Council and the Cotton family over the colour of their 100-year-old dream home has come to an unhappy resolution. The stand-off began after Julie and Rodney Cotton bought the Epsom heritage villa in January and moved it to a section overlooking Kaipara Harbour. The villa had been painted white its whole life - a council heritage requirement for a house of that age in Epsom - and the Cottons wanted it to stay that way. However, shortly after moving it to Tapora, the family were told by a council inspector they had to paint the house one of 50 dark colours, including green, brown, or black. Mrs Cotton, an Australian interior designer, said she was disappointed with the council's actions. "It's a resolution of sorts but, at the end of the day, I would just like to paint my house white. "I've just always wanted a big, white house on a farm. "I'm not denying that the council bent over a bit, but I'm not giving them a pat on the back because it shouldn't have been an issue to start with. "Why is it such a problem?" She was shocked that a white house was considered "offensive" in the New Zealand countryside, she said.

1月に購入したエプソンヘリテージヴィラ(伝統的な装飾などが施されている住居)をカイパラハーバーのタポラで購入した土地に移動させ、引っ越した家族が家のもともとの色だった、真っ白な色で家を塗ろうとしたところ、オークランドカウンシルから待ったがかかったようです。カウンシルによると、街の景観を損なわないように規定されたコードにより(West Coast Policy Area)、この家族が引っ越した場所では、グリーン、ブラウン、ブラックを含めた、50もの暗めの色で塗らなければならないと指定されているようです。1年間にも渡る議論の末、オークランドカウンシルが提案する、白以外の色で塗らなければならなくなったようです。彼らが購入した住居はとても綺麗な、真っ白の色がとても似合う住居なので、ちょっともったいないような気がします(他にも似たようなコードを持つカウンシルがあるので、増改築・改装のさいは最寄のカウンシルへ確認を)。



数百人もいる14万ドルを超える学生ローン滞納者

If you thought your student loan was big, spare a thought for the 541 people who owe more than $140,000. The latest Student Loan Scheme annual report says more than 2600 people have student loans worth more than $100,000 - and 541 of them owe more than $140,000. It is not clear what the top amount is or how long the borrowers have held their loans, but the report does highlight that nearly 10,000 borrowers are older than 65 and a small portion of people have outstanding loans from when the scheme first began in 1992.

なにかと負債の矢面に立たされている学生ローン、14万ドル以上も借りたまま返さない人々がなんと541人もおり、また10万ドル以上の未払いのローンを抱えているのは2600人もいるようです。この学生ローンスキームは1992年から開始されており、65歳以上で未払いの人々が1万人もいることも報じています。彼らはそのまま逃げ切るような気がします(笑)。


すでに無くなった臓器を手術しようとした外科手術

A surgeon performed an operation to remove the gall-bladder of a woman, despite having taken the organ out of her 13 years earlier. Health and Disability Commissioner Anthony Hill describes the mistaken operation in a report released on his website today. "When she saw the surgeon, the woman was unable to recall the previous surgeries she had undergone," says a summary of the report in which Mr Hill finds that the unnamed general surgeon and the Waikato District Health Board breached the code of patients' rights. "The surgeon was sent a CT scan which identified that she did not have a gall bladder but he mislaid the scan and then failed to connect it with the patient, despite her asking about the scan." Mr Hill found the surgeon had failed to: * Obtain full and accurate information about the woman's previous medical history, * Carry out an adequate pre-operative assessment, and * To provide adequate information to the woman prior to her consenting to undergo the surgery.

外科医がCTでスキャンしたところ患者の胆嚢がないことに気づき、また13年前に胆嚢を摘出したことを患者が忘れており、そのための手術が準備され実施されていたようです(外科医が途中で気づき元に戻したようです)。この外科医へ欠けていると指摘されていることは:患者の過去の正確かつ完全な医療記録の情報の入手、適切な術前アセスメントの実施、そして、女性へどのような手術をするのか適切な情報提供、と報じています。考えるとちょっと恐ろしい事実で、もしこれから手術を受ける方は、少なくとも、何の手術を何のためにしなければならないのか、入念に確認することをお勧めします。



スカイへ誤送された国民党の福祉政策メール

Prime Minister John Key will tomorrow announce a welfare reform plan costing $130m a year. An email was accidentally sent to Sky News today, revealing the figures to be announced in the plan. A spokesman for Key said the figures in the email accidentally sent to Sky News were correct and the full policy would be announced tomorrow. The announcement had not been brought forward as a result of the email. "Tomorrow we are announcing Government decisions on reform of the benefit system," the spokesman said.

国民党が明日公表する年間$130ミリオンもの予算をかけた福祉関連の政策が記載されたメールが、なぜか、スカイニュース(Skynews)へ誤送されていたようです。メールの送付先を間違えるのはあまりに初歩的なミスなので、いつも担当している人物とは違う人物が代理で処理していたのではないかと推察されます(サポーターはここまでの業務はやらないと思います)。ゴタゴタしているのは労働党だけでなく、国民党も同じのようです。


ガレージセールで$900の靴を間違えて$2で販売

A Rotorua couple who held a garage sale at the weekend are pleading to a buyer to come forward who accidentally bought a pair of shoes valued at $900 for $2. The shoes, $200 Asics brand white and blue runners, had black orthotics inside worth $700. Greg and Lyn Aston held a deceased estate garage sale in their Brook Pl garage on Saturday where someone accidently bought the shoes. Mrs Aston said her son, who is flat-footed, had worn orthotics since he was a child and without them experienced severe back pain. "We aren't worried about the shoes and we could replace the orthotics but that could cost about $500," she said.

ロトルアのカップルが$900の価値がある靴を誤って$2で販売したようです。靴の中に大切な医療矯正具が入っていたらしく、それが$700もするそうです。もし、記事をみている買い手がいれば、その矯正具だけを返却してほしいと訴えています。。



2012年もNZRUと契約したソニー・ビル・ウィリアムズ

It's official. Sonny Bill Williams is a Chief for 2012. The All Blacks superstar confirmed today he had re-signed with the New Zealand Rugby Union for one more year, and will play his Super Rugby with the Chiefs franchise. The confirmation ends a period of speculation since the World Cup finished, with Williams said to be "50-50" heading into the weekend over whether he would stay or go. NZRU General Manager Professional Rugby Neil Sorensen welcomed Williams' recommitment.

去就が注目されていたオールブラックスのソニー・ビル・ウィリアムズ、ニュージーランドラグビーユニオン(NZRU)と2012年の契約にサインし、チーフのチームに留まることが公表されました。朗報だと思います。



飲酒運転で12台の車に突っ込んだ素っ裸の男性

Russian police say a drunk and naked driver has wreaked havoc in central Moscow, damaging 12 cars before being caught by police. The city police said they started pursuing the man Sunday after he ignored a road sign banning a turn and refused orders to stop. In the ensuing chase, the motorist nearly hit a school bus, rammed through a police vehicle and smashed several other cars before being caught. When police got him he was completely naked. Footage broadcast by Russian television stations showed him lying on the pavement and shouting "don't cover me!" to officers who tried to cover him with clothes. The man said he came from the ex-Soviet nation of Moldova and was in distress over an unhappy relationship.

場所はロシアで、完全な全裸の男性が車を暴走させ、警察に捕まるまでの間、12台の車を損傷していたようです。男性は旧ソヴィエトのモルドヴァの出身で、不幸せな関係に苦悩し、犯行に及んだようです(ただし、この事件、面白いのは警察と容疑者とのやり取りが撮影されたセキュリティカメラの映像のようです。警察が素っ裸の男性を布で覆おうとしたところ、彼は警察に対し、”オレに何も被せるな”、と叫んでいたようです。その裸にも何か意図がありそうです)。この程度の事件でも世界のヘッドラインを飾るようになったことは、情報の自由化が世界中に行き渡っていることの現れのひとつのように思います。


警察の留置所に拘留されたレゴマン

Lego man is going to stay in police custody for three months. Lego man, a 45-kilogram, 2.4-metre-tall sculpture, didn't do anything wrong except wash up on a Florida beach. Sarasota County Sheriff Tom Knight says his office will hold the fiberglass sculpture for 90 days just like all other lost and found property. During that time, authorities will try to determine who the owner is.

アメリカ合衆国のフロリダのビーチに置き去りにされていた、身長2.4m、体重45kgのファイバーグラス製のレゴマンが警察の留置所で拘留されているようです。拘留期間は最大90日で、容疑は、落し物の扱いのようです(笑)。
